DESCRIPTION OF WORK

This position works closely with the Applications Developer Administrator, and serves as the team lead of contracted software developers assigned to support laboratory-specific technical processes and solutions. The individual in this role acts proactively by constantly monitoring, evaluating, and reviewing system performance and adherence to all centers for Disease Control and Prevention (CDC), Commonwealth, and HHSDC policies, guidelines, and standards. This is a highly advanced technical position with responsibilities that require proven experience and expertise in Azure DevOps, .NET 4.6 or higher, VB.NET, C#.NET, SQL Server, SSRS, SSIS, and the Software Development Life Cycle (SDLC) methodology. Work includes providing technical-lead application support and services for the following mission critical, Pennsylvania Department of Health (DOH), Bureau of Laboratories (BOL) applications: Pennsylvania Laboratory Information Management System (PA-LIMS), Pennsylvania Laboratory Certification System (LabCert), and other ancillary laboratory applications and processes. This position also provides application support and services for the following mission critical Pennsylvania Department of Health (DOH) applications: Enterprise Universal Master Person Index Service (EUS), Message Processing Gateway (MPG), Pennsylvania National Electronic Disease Surveillance System (PA-NEDSS), Pennsylvania Electronic Laboratory Reporting System (ELR), and other ancillary applications and processes.

- Full-time employment
- A work schedule beginning and ending between 7:30 AM - 5:00 PM, with a half-hour or one-hour based on selected work schedule, Monday through Friday.
- Telework: You may have the opportunity to work from home (telework) full-time. You will be required to report in-office at minimum one day per month. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
- Although this is a telework position, you will be required to come to the Harrisburg office to pick up your equipment. Other reasons for coming into the office include: changes to the current telework that would require staff to come into the office, to attend training, mandatory meetings, or on an ad hoc basis. Your supervisor will give you at least a 24 hour notice and all travel will be at your own expense. Parking is located at the building and is free.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as an Applications Developer 2 or Computer Programmer 4; or
- Three years of information technology experience in applications development or applications maintenance, and an associate's degree in any information technology field; or
- Five years of information technology experience that includes three years of experience in applications development or applications maintenance; or
- One year of information technology experience in applications development or applications maintenance, and a bachelor's degree in any information technology field; or
- An equivalent combination of experience and training.
Other Requirements:
- This particular position also requires possession of three or more years of full-time experience with C#.NET, T-SQL, SQL Server, and SSRS.
