Responsibilities

The Sponsor provides Information Technology (IT) solutions to the Customer and Intelligence Community know as Mission Partner. As a Working Capital business enterprise, the sponsor does not receive Congressional appropriations; it relies primarily on pricing of products and services to achieve full cost recovery from mission partners for provided services.

The Sponsor requires a Systems Engineer (SE) with experience and expertise in all aspects of the Sponsor's internal cable plant and record keeping process. The SE will work directly with the customer's team to validate, document, and update cable connections involved in voice projects. The work will include current and future voice and data connectivity. The cable plant to be documented and managed will cover a variety of fiber and copper connectivity including RJ-45 jumpers and path panels, 110 blocs supporting voice devices, digital cross connect (DSX) panels supporting t-1 circuits. Media converters, and other possible devices. Extensive knowledge of the current run list database and associated processes and standards required. There will likely be the need to create and maintain a new run list capability geared toward the transition of telephone devices from dedicated copper cabling to Internet Protocol (IP) based Voiced Over IP (VoIP) devices. Documentation of legacy analog devices will also be required.

The SE will interact with all the customer teammates on a daily basis and must have appropriate interpersonal skills. CD&D Engineer will need to interpret Critical Design Review (CDR) documentation and translate that to a cohesive cable run list for use by installers. Overall, the output of this work will assist the customer office execute staying with the available funding.

  • Providing rapid and accurate updates to the existing and new cable run list database
  • Communicating effectively and productively with all members of the customer's team most importantly installation and engineering personnel
  • Understand and translate Critical Design Review (CDR) documents to provide all critical cabling information to the installation team
  • Understanding the Sponsor's current and future cabling architecture and standards
  • Complex Problem Solving - Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions
  • Ability to convey technical information to non-technical individuals
  • Ability to work in a dynamic and challenging environment
  • Strong oral and written communications and interpersonal skills

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph
  • A degree (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline
  • BS 10-12, MS 8-10, PhD 5-7
  • Analytical and conceptual skills; ability to create original concepts/theories for various projects
  • Technology Design - Adapting equipment and technology to serve user needs
  • Ability to convert customer or product requirements logically and systematically into total systems solutions that acknowledge technical, schedule, and cost constraints
  • Ability to analyze and study complex system requirements, for example:
    • Perform functional analysis, timeline analysis, cost estimation, trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications
    • Apply the concept of operations set of disciplines for the planning, analysis, design, and construction of information systems across a major sector of the organization
    • Knowledge of the practical application of engineering science and technology
    • Experience with activity and data modeling, transaction flow analysis, internal control and risk analysis and modern business methods and performance measurement techniques
